PART - A

Answer any two of the following questions in about 500 words. Each question carries 20 marks :

1.    Why is Gram Sabha considered as the basis of direct democracy tinder the Indian Constitution ? Explain the role of Gram Sabha in the implementation of Local Self Governance.

2.    What is meant by 'Gram Nyayalaya' ? What are its objectives and functions ? Discuss its impact on decentralisation of the justice delivery system at the grass root level.

3.    What is 'Right to Food' ? Explain in detail the relevant Supreme Court guidelines in 'Right to Food' cases ?

4. Discuss the salient features of the Scheduled Tribes and other Traditional Forest Dwellers (recognition of forest rights) Act, 2006 ?

6.    What is the role of Panchayatraj Institutions and Local Community in tenure, access and management of forests ?

8.    Give three examples of the nature of interaction of the Panchayatraj Institutions with other government agencies in carrying out their functions.

9.    Discuss the legal framework in India regarding Water Law.

10.    Examine the provisions of settlement and rehabilitation of displaced persons under the Land Acquisition Act.
