#e#*rch by IMF using newly available data shows that inequality (measured uetng the Gini coefficient) has nsen over the past 2 decades in most regions, wcJudmg developing Asia, emerging Europe, Latin, America and the newly tndustristoed economies of Asia, as wen as in the advanced economies In contrast it Has declined m sub-Saharan Africa and the Common Wealth of Independent SMi# The data, however, reveals that most people are better off now, despite Ms observed rise in mequaWy, per caprta incomes have risen across virtually aH region* for aH segments of the population, including the poorest. As a result, the poor are now better off in absolute terms, although in most cases incomes have mm at a faster pace for those who are already better off.

This research has come out with the following four main findings:

First, the main factor driving the recent increase in inequality across countries h*s been technological progress

Second, gtdb*l&a6on has had a much smaller effect relative to technokxpca! change, reflecting the opposing influences of trade and financial globalisation on inequality

Fhrd, contrary to common belief, trade gtobafisation has helped to reduce inequality rasher than increase it In developing countries, both rising agricultural exports end tart liberalisation have contnbuted to improving income distribution. In 4ynoed economics, rising imports from developing countries are associated twilh deciriing income inequafty. presumably through the substeJton of tower-paying manufacturing** with higher paying service sector jobs, f ourth, FOt had a mamty negative effect on the distribution of income. Higher FDt inflows have increased the demand for skiBed labour in developing countries, where as outward FOt ki advanced economies has reduced the demand tor lower 30*0 workers in these countries.

Tlw OTiicaions of these fSndbgs for poScy makers is that technological change And FOf are associated with higher incomes and shoiid therefore be encouraged thm suppressed.
