13. In the election to the House of People A filed the nomination paper. The Returning
Officer allotted the symbol "Horse" to A. But ten days before the polling the Election
Commission allotted the symbol "Note Book" to A, after cancelling the allotment
of symbol allotted by Returning Officer. A filed petition before the High Court
under Art. 226 of the Constitution. Advice A.
14. C was the candidate in an election sponsored by Praja Party which is a registered
political party. During the election campaign Mr. L leader of the Praja Party appealed
the voters to vote for C, for protecting the Tamil Language. The appeal was made
