Before answering the question, candidate should ensure that they have been supplied the correct and complete question paper. No complaint in this regard, will be entertained after examination.

 


Note: Attempt any five questions in all. Attempt any two questions from Section A, any two questions from Section B and Section C is compulsory. Each questions carry 20 marks.

 

SECTION A

Q-1. Define organization behavior, its role and characteristics. Also explain different contemporary challenges faced by managers. (20)

Om Prakash at Cross Roads

In 2003, Om Prakash (popularly known as OP), a 40-year-old IFS ) Indian Forest Services) officer, was deputed as the Regional Employees Provident Fund Commissioner (PFC) of the state of Bihar and stationed at Patna-a challenging post, since this particular department was well known for its corruption and delays in repayment of the employees share of provident fund.

OP hailed from western UP and his upbringing had been in a feudal family in which autocracy was the norm. At the age of 10, OP went to a boarding school at Agra, where he acquired knowledge in the areas of science and humanities. During his schooling, he developed interest in understanding the relationship between science and technology. This understanding brought about a change in his mindset-being open to reason rather than guided by traditions. Prior to this, his mindset had been like that of a typical Indian who believes that whatever has to happen will happen.

During his 15-year tenure as an IFS officer, OP had handled many assignments in different parts of Bihar. The exposure helped him understand the complexities involved in interpersonal relationship, since he had to interact with people from diverse backgrounds and varied experiences. The zeal to understand the people around him led him to different levels of belief patterns that were deeply rooted in the Indian culture. His quest for knowledge also made him read books on Islam, Christianity, and other religions. He started believing that truth is the ultimate.

On taking over as the PFC, OP notice that some people in the department had been around for quiet a long period this despite the fact that their work well defined rules for transfer where and employee could stay in a particular posting maximum for three years. This rule was flexible in a stream case such as ill health or family problems. OP felt that long stay in a posting was one of the reasons for corruption in the department which was creating difficulty.

In keeping the transfer policy of the department he prepared list of employee who were due for transfer and acted upon it. But before the transfer order issued OP who was a believer in human justice examined applications requesting him to waive transfer on the ground of poor health poor family problem. He looked at the application for recommendation. In doing so he came across an application requesting a waiver on the premise that applicant was the only son of a widow suffering from serious element and frequent hospitalization. OP decided to investigate the truth by informal means he got other employee to collect all available information about the applicant. On enquiry it was found that the applicant was not staying with his mother and was not on talking terms with her. To confirm this OP himself talked to the applicants mother on phone without disclosing his identities.

Then OP called the applicant and confronted him with the truth. Now asked whether he would still like to stay back. The applicant refused and opted to take the transfer in the past for occasion he had managed to stay back on false ground.

One morning OP also got a phone call from a labour minister asking him to transfer a recruitee from Sasaram to Ara town. Now OP was in a dilemma whether to approve transfer or to follow his values. Since OP believed in honesty and sincerity for a leader to avoid corruption yet he was not very sure how far he will be able to remove corruption from the system.
